Mar 13, 2003; Fountain Valley, CA, USA; According to the Los Angeles Times, BP-ARCO committed thousands of violations of air pollution rules at its Carson, CA oil refinery and submitted false reports to regulators. The South Coast Air Quality Management District (AQMD) charges that over an 8 year period a high number of infractions have occured and are seeking a $319 million dollar penalty.
